IRS Form 990

Might I respectfully request information on how to find Form 990 Information Return for TIGHAR tax years ending June 2011 and 2012? Non-profit organizations are required to have these forms available for public inspection.

As is the accepted norm for all nonprofits, TIGHAR's Form 990 for fiscal year 2011/2012 was duly filed and will be available for public inspection when http://www.guidestar.org posts it.

Now, a week later, I can still not find the 2012 Form 990 on the TIGHAR website.

Ric, I plan to stop by your place of business next week to pick up a copy of the form 990. I will pay for the copy ($1 for the first page and $0.15 for each additional page) with cash.

As a person who is reasonably knowledgable about the vagaracies of IRS 990 forms, I can say with complete confidence that when GuideStar gets them is whenever the entity's accountant gets around to filling it out, it gets to the IRS, and the IRS gets around to releasing the information. Some of the groups I've worked for get their 990s as late as December. Or the entity may file directly with GuideStar, but with the same caveat that 2012 may mean wayyyyyy late in 2013 before it's publicly available.

That means that a "2012" 990 form may not show up until late in 2013, as any examination of GuideStar will demonostrate to all but the most unwilling of viewers.

By now you should know that trying to bully TIGHAR doesn't work.  I said I'd put the fiscal year 2011/2012 990 on the TIGHAR website and I will.  I've been rather busy of late raising money to defend TIGHAR against your lawsuit.  We should get around to putting up the 990 this weekend.  I'll let everyone know when it's up.
What's the big deal deal with the 990 anyway?  Is there something in particular you're looking for or is this just more harassment?

Mr. Fowler, may I respectfully draw your attention to the regulations concerning the availability of the Form 990:

(1) GuideStar does not count as "widely available" because signatures are redacted; and

(2) Irrespective of internet publication, the Form 990 must be available for inspection (but not copying: Ric is correct) at the Organization's place of business during normal business hours.

Not true, according to the summary of regulations you cite.

"The law provides that a non-profit need not provide copies of its Form 990 or 1023 if it has made those documents "widely available." Under the IRS regulations, an organization can satisfy this requirement by posting the document(s) on the Internet, either on the organization's own Web page, or as part of a database of similar documents, established and maintained by another entity."

That seems very clear and "posting it on the organization's website" is exactly what I've said we'll do.  How did you get that so wrong?

You might also read the section titled Exceptions for Harassment Campaigns.
"some indicators of a harassment campaign may include: ... evidence of intent to significantly deter the organization's personnel from pursuing its exempt purpose"

I've just done the same thing.  I realize that my additional $15 is economically irrelevant, but number of active donors and number of donations are also statistics that matter.

why would that be? Isn't it a public document?
