Dear Sir,

I enclose herewith an extract from a letter which I have just received from Mr. Patrick Judge of Gooseberry, Cape Shore, Placentia Bay.

I may say that Judge is a very dependable man who I feel certain would not report as he has done without being sure of what he is talking about. I think you should be made aware of what he has said because your Department is in a better position to throw light on the matter than any other authorities here.
