I don't know.  When I have been there in person I've been able to look at anything I wanted to see.

In my experiences with college libraries that usually means it is not digitized or for some other reason not accessible in an online format.  If you go to purdue in person though you would be able to view it.  They also offer copies of some documents for sale.
