"Stout shoes" have been mentioned; now that you mention it, don't recall having seen her in high heels, etc.

It would also be nice to know the when and where of that photo.

Googling has found another photo that was obviously taken on the same tonsorial visit (and in which Amelia looks much nicer), and identifies the occasion as occurring "in Miami ahead of her doomed attempt to fly around the world in 1937." There are other photos of AE shown in that article (from the Daily Mail back in 2011) as well.
