Lae to Howland

Hi;
Just finished reading "East to the Dawn" and "Finding Amelia" and I have a few questions.
- Why wasn't a straight line flight-route to Hawaii over the Marshalls and Johnston Atoll planned instead of Howland?
- The navy tugboat "Ontario", did she see or hear Amelia pass over?

1. The plane did not have the range to fly non-stop from Lae to Hawaii.
