Amelia was famous for trying to sell a line of clothing and travel accessories, including luggage.  She had a distinctive style that is recognized today (one of my degrees is Theatre Design, which includes clothing).
The photo is pure advertisment.

The Eastern Airlines photo was promotional - the airline and the luggage circa 1933 to 1936.
