Non-members can now see attachments

Forum subscribers who are not members of TIGHAR can now see attachments to postings.  I hadn't realized that making the ability to post to the forum a benefit of TIGHAR membership would prevent non-members from seeing attachments.  Thanks to non-member David Cole for bringing it to my attention and thanks to Marty for making the necessary adjustments to fix it.
