In searching the web for info on AE I found this:

I sure hope I did the link correctly!
If you scroll down a bit you will see a piece by Cliff Howard, who says his father, Frank, appears in this picture with AE and FN. In my clumsy way I searched all the places on the forum and in the Amelipedia and didn't see any reference to the Howards. If this is old news for the site I apologize; I'm still learning!

A Lae Gallery (http://tighar.org/Projects/Earhart/Archives/Research/Bulletins/27_LaeGallery/27_LaeGallery.html) has two pictures (#13 & #14) with an unidentified tall man who appears to me to be Frank Howard. As already stated, Mr. Howard is in the picture at AE in Lae (http://asopa.typepad.com/asopa_people/2012/07/last-journey-rare-photograph-of-amelia-earhart-in-lae.html) plus the two I just mentioned. My hope is his son, Cliff, may have additional photos of NR16020. However, none of the pics I have seen were taken by Frank Howard.
He is not mentioned by name; but persons described in the Chater Report (http://tighar.org/Projects/Earhart/Archives/Documents/Chater_Report.html) as "... the Vacuum Oil Co.’s representatives filled all tanks ..." would include Frank Howard.

Daniel: Thanks for the links. I've never looked at those before and found them interesting. Good eye, finding Mr. Howard in those shots! Since he's not mentioned by name (that I saw), fingers crossed that this might be a new lead to explore....

Googled 'Frank Howard Amelia Earhart' and found mentions in the Longs' Amelia Earhart: The Mystery Solved and Cooke's Working in Papua New-Guinea, 1931-1946 (http://Working in Papua New-Guinea, 1931-1946). So maybe this isn't as new as I'd hoped. :-\
